<npl-flags>

Container for runtime behavior modifiers: pump switches, hormone factors, threshold overrides, frequency controls, meta flags.

Declared at session start and updatable mid-conversation, taking effect on the next response. Precedence: mid-conversation user update beats session-level invocation beats persona defaults beats system defaults. An optional preset attribute bundles common configurations (minimal, full, production, creative, tireless).
